Ladki Bahin Yojana Misuse in Maharashtra: Men, Govt Staff Found Among Ineligible Beneficiaries

Ladki Bahin Yojana Faces Scrutiny as Ineligible Beneficiaries Are Exposed in Maharashtra

Maharashtra’s flagship women-centric welfare programme, the Mukhyamantri Majhi Ladki Bahin Yojana, has come under intense scrutiny following revelations of large-scale misuse. Investigations have found that thousands of ineligible beneficiaries—including men and government employees—received financial assistance, forcing the state government to initiate recovery proceedings and disciplinary action.

Launched in 2024, the scheme was designed to strengthen women’s financial security. However, recent audits have exposed serious loopholes that allowed misuse on a significant scale.

What the Ladki Bahin Yojana Was Intended to Achieve

The Ladki Bahin Yojana provides ₹1,500 per month through Direct Benefit Transfer (DBT) to eligible women from economically weaker households in Maharashtra, typically aged 21 to 65 years.

The objective of the scheme is to support:

  • Basic household needs

  • Nutrition and health expenses

  • Financial independence for women

  • Social security for vulnerable families

It was envisioned as a key step toward women’s empowerment and inclusive welfare.

How the Irregularities Came to Light

The misuse was detected during routine audits and digital verification exercises carried out by the Women and Child Development Department. Cross-checking beneficiary data with multiple government databases revealed several violations, including:

  • Duplicate beneficiaries within the same household

  • Beneficiaries already availing other excluded schemes

  • Incorrect income and eligibility declarations

  • Gender misrepresentation during registration

Advanced data analytics and Aadhaar-linked verification played a crucial role in uncovering these discrepancies.

Men and Government Employees Among Beneficiaries

One of the most alarming findings was that 14,298 men managed to enrol themselves under a women-only scheme. Over a period of about ten months, these male beneficiaries collectively received approximately ₹21.44 crore.

In addition, thousands of state government employees, who are expressly barred due to their salary and service status, were also found to be receiving the monthly assistance. Together, these ineligible beneficiaries drained several crores from the scheme.

Financial Impact and Scale of Leakages

According to official estimates, when all categories of ineligible beneficiaries are taken into account—men, government employees, and non-eligible women—the total wrongful disbursal is believed to exceed ₹1,000 crore.

This revelation has raised serious concerns about governance, verification processes, and monitoring mechanisms in large DBT-based welfare programmes.

Government Action and Recovery Measures

Women and Child Development Minister Aditi Tatkare has confirmed in the state legislature that the government has ordered:

  • Recovery of funds from ineligible men and government employees

  • Departmental action under Maharashtra Civil Services Rules

  • Identification of officials responsible for lapses

  • District-wise issuance of recovery notices in phases

The government has emphasised that those who knowingly misused the scheme will face strict action.

Safeguarding Genuine Women Beneficiaries

While taking a firm stance against fraud, the state government has indicated a more compassionate approach toward genuine women beneficiaries who may have become ineligible due to technical errors or voluntary changes in circumstances.

Authorities have clarified that the clean-up drive aims to protect deserving women, not harass them. Verification systems are being strengthened to ensure that future instalments reach only eligible recipients.

A Lesson for Welfare Scheme Governance

The Ladki Bahin Yojana episode highlights the need for:

  • Stronger real-time verification systems

  • Better inter-departmental data integration

  • Regular audits of DBT schemes

  • Clear accountability mechanisms

As Maharashtra tightens controls, the focus remains on restoring public trust while ensuring that welfare benefits reach the intended women beneficiaries.
